Consortium: : an agreement, combination, or group formed to
undertake an enterprise beyond the resources of any one member.
We'd like to invite you to become a member of our Coalition Consortium. This group has been established to ensure the safety and security of the Southwestern Border of the United States by assisting the elected Sheriffs and their personnel in the development of resources and skills through education and training. Your financial contributions are used to benefit your local Sheriff and the other 30 Sheriff’s across the Southwest Border.
Training Opportunities, Grant Writing Assistance, Crime Prevention Programs, and Public Safety Programs are just a few of the programs that are provided through your donation.

Honorary Members are citizens who choose to support the Border Sheriffs though financial contributions.

Associate Membership Law Enforcement
Associate Members shall be non-voting members of the Coalitions and shall consist of individuals actively engaged OR retired in law enforcement, the legal process, or providing services to the law enforcement, and/or legal community.

Business membership serves as an example of how law enforcement and the business community can work together as partners for a safer and stronger community.

Southwestern Border Sheriffs' Coalition
Our Mission
Southwestern Border Sheriffs’ Coalition was organized to assist Sheriffs, who are empowered by their state constitutions, from Texas, New Mexico, Arizona, and California, whose counties are situated within 25 miles of the international boundary between the United States of America and the Republic of Mexico, with the protection of lives, property and the rights of the citizens and inhabitants, maintain order and public safety in the United States along the Republic of Mexico boundary, enforce laws impartially, and provide police services in partnership with other law enforcement agencies, organizations, and community partners. In so doing, the individual States and the Nation are better served by this collaboration.

Texas Border Sheriffs' Coalition
Our Mission
The Texas Border Sheriff's Coalition organized May 4, 2005, and is represented by the Chief Law Enforcement Officer of each respective County. Texas Sheriff's, empowered by the state constitution, are committed, from a national security perspective, to protect lives, property, and the rights of the people, maintain order and security in the United States along the Republic of Mexico Border, enforce the law impartially, and provide police service in partnership with other law enforcement agencies and community partners.
Southwestern Border Sheriff's Coalition
J.E. "Eddie" Guerra was elected into office as Hidalgo County Sheriff in November 2014, after having been appointed by Commissioners Court and serving as interim Sheriff since April 2014. As Sheriff, Guerra's goal is to uphold the Sheriff’s Office to the highest standards. He is working diligently to restore the public trust in the County's law enforcement by re-evaluating policies and procedures, changing top leadership, and implementing an efficient management style. Guerra is responsible for enforcing state and local laws relating to public safety and welfare. Guerra oversees approximately 872 deputies and staff, including the county jail. Guerra has 28 years of law enforcement experience. Prior to becoming Sheriff, Guerra served as Hidalgo County Precinct 4 Constable beginning in 2009. He was emphatically re-elected and served as Constable with distinction. Under his leadership, the Precinct 4 Constable's Office received awards from ICE Homeland Security Investigations (HSI), Texas Attorney General's Office, Texas Alcoholic Beverage Commission, Texas Department of Public Safety and Edinburg Consolidated Independent School District. Guerra became involved in law enforcement because of his personal experience growing up in the rural Linn/San Manuel area where he saw first-hand the lack of connection between the community and county law enforcement services. It was in 1995 when Guerra set out to make a difference by joining the Precinct 4 Constable's Office as a part-time reserve deputy serving the area where he lived and worked. He soon became a valuable resource to the community. In 1999, he was recruited by the Hidalgo County Sheriff’s Office as a deputy. He quickly moved up the ranks to sergeant and was assigned to the U.S. Customs Drug Task Force where he served as the primary liaison officer between the Sheriff’s Office and U.S. Customs. He served as a liaison officer for five years and earned the respect of the local, state and federal law enforcement agencies with whom he worked. His efforts helped confiscate over $1 million in seized assets to the Hidalgo County Sheriff’s Office. Guerra was born in McAllen and grew up on the D.V. Guerra Ranch, named after his grandfather. He went through Catholic school and graduated from Edinburg High School in 1980. He holds a Bachelor of Science Degree in Agricultural Education from Texas A&M University. |
Texas Border Sheriff's CoalItion
Sheriff Eusevio Salinas, Jr. has been in law enforcement for 35 years. He became Sheriff for Zavala County January 1, 1997. Sheriff Salinas began his law enforcement career in 1984 with the City of Crystal City Police Department where he was assistant Chief of Police. Sheriff Salinas has a long and distinguished history as a community leader in Zavala County where he serves on several boards and volunteers in numerous community and school events. Sheriff Salinas has been, and continues to be, very involved in local, state, and federal agencies, where he has served twice as Chairman of the Texas Border Sheriff’s Coalition, has been an active member and is current Chairman of the Southwestern Border Sheriff’s Coalition. He is an active member of the Texas Jail Advisory Committee, serves on the Texas Sheriff’s Legislative committee, and also has served on the Federal Lone Star Fugitive Taskforce for over eight years. Sheriff Salinas also works very closely with the Drug Enforcement Agency, ICE, US Border Patrol, DPS, DPS Narcotics, DPS Auto Theft, US Marshall Services, Federal Fish and Wild Game. Locally, Sheriff Salinas is the Chairman for the Wintergarden Women’s Shelter, is a member of the Vida y Salud Board of Directors, and is involved with the 4-H organization. Sheriff Salinas is continually dedicated to making his community a better and safer place for all and continues his commitment to ensure the safety and security of the Southwestern Border of the United States by assisting elected Sheriffs and their personnel in the development of resources and skills through education and training. |

Clint McDonald, Executive Director, SWBSC/TBSC
William “Clint” McDonald Clint began his law enforcement career with the Kimble County Sheriff’s Office in 1985. In 1996, he joined the Terrell County Sheriff’s Office as Deputy Sheriff/Jail Administrator and was promoted to Chief Deputy/Jail Administrator by the following year. In 2004, he was appointed Sheriff for 1 year, and then was elected for 3 full terms. He retired January 1, 2017 As a founding member of both Coalitions, Clint served 2 terms as Chairman of TBSC. Clint was voted in as Executive Director of TBSC and SWBSC in March of 2018. He also served 1 term on the executive board of the Sheriff’s Association of Texas. Clint has also served 9 years as President to the Sanderson, Texas chapter of the Lions Club and has been a 20-year member of the Texas Tax Assessor-Collector’s Association. It is a honor to serve! |
